Explanation on the implementation time of the new policy on cross-border non-operating license plates between Guangdong, Hong Kong and Macao

As agreed by the relevant government departments of Guangdong, Hong Kong and Guangdong and Macao, the cross-border non-operating car quota management measures for Guangdong, Hong Kong and Macao will be implemented from April 15, 2019. In order to implement the new measures well, the relevant arrangements are hereby announced as follows:

1. New applications for indicators that have passed the online review before April 14, 2019 and received a text message from our bureau informing them of the processing number and window processing time shall be implemented in accordance with the old regulations. New applications for indicators that have passed the online review after April 15, 2019 and received a text message from our bureau informing the processing number and window processing time shall be implemented in accordance with the new regulations.

2. New applications for indicators that were included in key verification during online review before April 14, 2019, and applications that had passed online review before April 14, 2019 but were included in key verification during window processing. If the application for new indicators is verified to be in compliance with the regulations, the old regulations will be followed.

3. Our bureau will implement the review of new online quota applications in accordance with the new regulations starting from April 15, 2019.

4. If there is a lack of materials when processing at the window, the applicant must complete the materials within 10 working days. If the materials are not submitted after the deadline, the application will be deemed to have been abandoned and the application will be cancelled.

5. The quota for Guangdong and Hong Kong commercial vehicles at the Hong Kong-Zhuhai-Macao Bridge Port is still temporarily suspended. The resumption time will be announced separately after Guangdong and Hong Kong agree. During this period, online submission of materials will be suspended.
