With the further advancement of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, the cooperation between the mainland and Hong Kong and Macao has further deepened. The number of land ports in the three places has continued to increase, traffic exchanges have become frequent, and cross-border car management has become increasingly difficult. appears more and more important. In order to adapt to the needs of the development and changes of the new situation, further promote personnel exchanges and economic and trade exchanges between Guangdong, Hong Kong and Macao, and better serve the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, Guangdong, Hong Kong and Guangdong and Macao have agreed to jointly launch and improve the cross-border non-operating car indicators between Guangdong, Hong Kong and Macao. The management work measures will be implemented from April 15, 2019; applications that have been accepted or approved before the implementation of the new measures will still be managed in accordance with the original regulations. New work measures include:
1. Expand the scope of cross-border car application and relax the application conditions
(1) Investment indicators
1. Foreign, Hong Kong, Macao and Taiwan merchants who invest in our province, if their tax payment amount in our province in the previous year meets the following conditions, can apply for the Hong Kong and Macao commercial vehicle quota for entry and exit from the mainland: Those who apply for the first commercial vehicle quota, the tax paid in the previous year The amount must reach more than 150,000 yuan; when applying for the second commercial vehicle quota, the tax amount in the previous year must reach more than 500,000 yuan; when applying for the third commercial vehicle quota, the tax amount in the previous year must reach more than 1 million yuan ; Starting from the fourth commercial vehicle quota application, one additional commercial vehicle quota can be applied for every 1 million yuan increase in the tax amount in the previous year, up to a maximum of 15 vehicles.
2. If the tax amount of enterprises in our province reaches more than 1 million yuan in the previous year, they can apply for a commercial vehicle quota for entering and exiting the mainland from Hong Kong.
3. The conditions for the amount of tax paid by enterprises in the previous year will no longer be distinguished between mountainous and non-mountainous areas. The conditions will be adjusted at the end of each year based on the use of indicators, port traffic capacity and the average level of corporate tax payment in the province. The adjustment range shall not exceed 20%.
(2) Talent indicators
Academicians of the Chinese Academy of Sciences, academicians of the Chinese Academy of Engineering and current presidents of universities in Hong Kong and Macao who work in Hong Kong and Macao, as well as Hong Kong, Macao, Taiwan and foreigners holding Guangdong Provincial Talent Excellent Guangdong Card A, can apply for a commercial vehicle quota for entry and exit from Hong Kong and Macao to the mainland.
(3) Donation indicators
Since the reform and opening up, overseas Chinese, Hong Kong, Macao and Taiwan compatriots who have donated a cumulative amount of more than 3 million yuan, or social groups have donated a cumulative amount of more than 10 million yuan, can apply for a commercial vehicle quota for Hong Kong and Macao entering and exiting the mainland.
(4) The application conditions for qualification indicators for NPC deputies and CPPCC members remain unchanged.
（5) The application conditions and scope of the Guangdong-Hong Kong commercial vehicle quota at the Zhuhai Port of the Hong Kong-Zhuhai-Macao Bridge shall be implemented in accordance with the original regulations.
2. Strengthen the management of indicator use and curb reselling and transfer behaviors
(1) Strengthen the management of indicator validity periods.
1. Investment indicators. Validity period is 1 year. After the indicator expires, you can apply for an extension; if you meet the following conditions, you can extend it for one year:
1) For commercial vehicles traveling in and out of the Mainland from Hong Kong through the Hong Kong-Zhuhai-Macao Bridge port, the holder’s tax amount in the previous year must be more than NT$50,000.
(2) For Hong Kong commercial vehicles entering and exiting the Mainland through other ports other than the Hong Kong-Zhuhai-Macao Bridge port, the holder’s tax amount in the previous year must be more than 150,000 yuan, and 150,000 yuan is used as the base. Each 150,000 yuan can be applied for 1 The quota for commercial vehicles has been extended.
(3) For commercial vehicle quotas for entering and exiting Hong Kong from the Mainland, the holder’s tax amount in the previous year must be more than NT$300,000.
(4) Holders of business vehicle quotas for Hong Kong and Macao entering and exiting the mainland handled by high-tech enterprises must continue to be listed in the national high-tech enterprise directory.
The conditions for the extension of such indicators will be adjusted accordingly according to the adjustment of the application conditions.
2. Talent indicators. Validity period is 5 years. After the validity period expires, if the holder still meets the relevant qualifications, it will be extended for 5 years.
3. Qualification indicators. Validity period is 5 years. After the validity period expires, if the holder still meets the relevant qualifications, it will be extended for 5 years.
4. Donation indicators. Effective for a long time.
5. The validity period of the Guangdong-Hong Kong commercial vehicle quota at the Hong Kong-Zhuhai-Macao Bridge port shall be in accordance with the original regulations. After the expiration of the validity period, the new regulations will be implemented.
(2) For investment indicators, from the date of application approval, except for special circumstances such as serious damage or loss of the vehicle in a traffic accident, the vehicle shall not be replaced within 3 years, and the main driver and backup driver shall not be replaced within the same year.
3) After the indicator application is approved, the Traffic Management Bureau of the Guangdong Provincial Public Security Department will issue a unified approval document. The approval document is valid for 1 year. After expiration, you can apply for an extension. If the regulations are met, it will be extended, and each extension will be 1 year.
Before the approval is extended, the traffic accidents and traffic safety violations caused by the corresponding motor vehicles in the mainland must be resolved.
（4) The applicant shall complete the filing procedures at the customs and border inspection departments within 6 months from the date of receiving the approval document.
5) If the indicator holder or user has any of the following circumstances, the indicator will be cancelled:
1. Use a motor vehicle to assist others to enter or leave the country illegally, operate illegally, carry goods or items that are prohibited or restricted by the country in violation of regulations, or engage in smuggling.
2. Obtaining indicators through improper means such as deception and bribery.
3. Transferring, leasing or selling indicators.
4. Failure to pass the quota extension for two consecutive times.
5. Failure to complete the filing procedures with customs and border inspection departments within the time limit.
6. Other situations that should be canceled
If there is any situation in item 1, new applications will not be accepted for life. In the case of items 2 and 3, new applications will not be accepted within 5 years. If there is any situation in item 4, no new application will be accepted within 3 years. If there is any situation in item 5, new applications will not be accepted within 2 years. If there is any situation in item 6, it will be handled according to the specific circumstances. If an indicator is cancelled, the approval documents and motor vehicle license plates corresponding to the indicator will also be cancelled.
