Non-operating cars with license plates from Guangdong and Hong Kong will be allowed to travel on the Hong Kong-Zhuhai-Macao Bridge without the need for additional visas. The plan will be implemented in two phases.

In order to further facilitate vehicle traffic between Guangdong and Hong Kong, Guangdong and Hong Kong have agreed to allow non-operating cars from Guangdong and Hong Kong that are currently allowed to pass through Shenzhen and Hong Kong ports to pass through the Zhuhai Port of the Hong Kong-Zhuhai-Macao Bridge on a trial basis in two phases without visas. The trial period of the visa pass policy is two years. In the first phase, non-operating cars from Guangdong and Hong Kong that were originally allowed to pass through Huanggang, Man Kam To and Sha Tau Kok Ports can pass through the Zhuhai Port of the Bridge without a visa from February 25, 2019 to February 24, 2021; in the second phase, the original Non-operating cars from Guangdong and Hong Kong passing through the Shenzhen Bay Port can pass through the Zhuhai Port of the Bridge without a visa from April 29, 2019 to April 28, 2021.

During the trial period of the policy, as long as the relevant vehicles ensure that the approval documents are within the validity period and have completed the registration procedures for the corresponding vehicles and drivers at the customs and border inspection departments, the registered drivers can drive across the bridge with valid exit and entry documents, approval documents and other relevant documents. Zhuhai Port travels between Guangdong and Hong Kong; if the approval document has expired or the vehicle and driver registration procedures have not been completed, relevant procedures must be completed first. After the trial period is over, Guangdong and Hong Kong will evaluate factors such as the traffic flow of the bridge and the traffic conditions at the ports and connecting roads between the two places. The relevant follow-up traffic arrangements will be announced separately. ​
