1. Handling the business of changing the business name of real estate indicators where property rights have been transferred
Car owners who obtain vehicle quotas in Guangdong and Macao on the condition of purchasing a house in Zhuhai, if the transfer of property rights occurs between foreigners, can change their business name with the new property rights registration certificate. If such vehicles have been deregistered and the new owner applies for resumption of use, they can handle index restoration (new application) and change of business name. The above-mentioned changes need to be publicized for one month and will be processed after no one raises objections. The specific information required for processing is:
1. Written application from the current owner of the house;
2. “Application Form for Motor Vehicles and Drivers between Guangdong, Hong Kong and Macao” (original);
3. Current real estate certificate or current real estate registration certificate (the registrant should be an overseas person) (the original will be verified and a copy will be accepted);
4. Mainland Travel Permit for Hong Kong and Macao Residents, Mainland Travel Permit for Hong Kong and Macao Residents, Mainland Travel Permit for Taiwan Residents or foreign resident passport of the current real estate registrant (the original will be verified and a copy will be accepted);
5. “Notice of Approval for Motor Vehicles and Drivers in Guangdong, Hong Kong and Macao” (original);
6. “Car Ownership Registration Certificate” and “Registration Certificate” from the Macao Special Administrative Region Government (the original will be verified and a copy will be accepted);
7. “Motor Vehicle Driving License of the People’s Republic of China” (original);
8. One color photo of the vehicle with an angle of 45 degrees from the front and left and a size of 88mm × 60mm.
2. Handling car replacement business if there is a change of trade name
For vehicle indicators in Guangdong, Hong Kong and Macao that have changed their trade names before 2013, if the business certificate of the new trade name provided matches the changed trade name, the vehicle replacement business can be handled with the business certificate of the new trade name. The specific information required for the application is:
1. “Application Form for Motor Vehicles and Drivers between Guangdong, Hong Kong and Macao” (original);
2. “Notice of Approval for Motor Vehicles and Drivers in Guangdong, Hong Kong and Macao” (original);
3. Documents proving the commercial registration of the current business name (the original will be verified and a copy will be accepted);
4. Vehicle registration document of the new car (the original will be verified and a copy will be received);
5. Motor vehicle safety technical inspection certificate of new car (original);
6. “Motor Vehicle Driving License of the People’s Republic of China” (original) of the old car;
7. Customs certification document for the used car leaving the country (the original will be verified and a copy will be accepted);
8. 4 color photos of the vehicle with the angle of 45 degrees from the front and left and the size of 88mm × 60mm.
3. Car replacement business with “invalid license plate”
For “invalid license plates” that cannot handle vehicle replacement business, if the tax paid by the underwriting company with the same name in the previous year (or this year) is more than 50,000 yuan, the vehicle replacement business will be allowed to be processed. If the business name has multiple indicators, Taxes add up. This type of vehicle exchange business needs to be publicized for one month and will be processed after no one raises any objection. 2. The tax payment certificate for the previous year of the internal undertaking unit with the same name (requires online verification);

4. The corporate business license of the subcontracting company (original will be verified and a copy will be received);
5. Customs certification document for the used car leaving the country (the original will be verified and a copy will be accepted);
6. Vehicle registration document of the new car (the original will be verified and a copy will be received);
7. Motor vehicle safety technical inspection certificate of new car (original);
8. “Notice of Approval for Motor Vehicles and Drivers in Guangdong, Hong Kong and Macao” (original);
9. Four color photos of the vehicle with the angle of 45 degrees from the front and left and the size of 88mm × 60mm.
4. Increase internal business for indicators without internal support
In order to effectively solve the actual difficulties of the masses, for the indicators of previously unregistered internal undertaking units, domestic-funded enterprises voluntarily serve as internal undertakings for the indicators, and increase the internal undertakings after issuing a letter of commitment. No further changes are allowed after the increase of internal undertakings, and the same enterprise shall not Serve as the internal undertaking unit for more than 3 different companies. 1. “Application Form for Motor Vehicles and Drivers between Guangdong, Hong Kong and Macao” (original);
2. Trade name commercial registration certificate (original will be verified and a copy will be accepted);

4. Written application (original) from agencies, institutions, and enterprises that agree to serve as the mainland organizer of private cars entering and leaving the mainland from Hong Kong and Macao;
5. The “Organization Code Certificate” or “Enterprise Legal Person Business License” of the agencies, institutions, and enterprises that agree to be the mainland organizers of private cars entering and exiting the mainland from Hong Kong and Macao (the original will be verified and a copy will be received);
6. “Notice of Approval for Motor Vehicles and Drivers in Guangdong, Hong Kong and Macao” (original).
Note: For “invalid license plates” that do not have internal contracting units and cannot handle vehicle replacement business, you can refer to the third and fourth points above to handle additional internal contracting and vehicle replacement services at the same time.
5. Other issues
(1) For extension of real estate index processing and change of driver business, it is no longer necessary to provide housing property registration certification documents;
(2) New investment-type vehicle businesses in Hong Kong and Macao no longer need to submit corporate tax certificates. They only need to submit tax payment certificates or electronic tax invoices that meet the quota and can be verified through the tax website.
