Information required for Guangdong Z license plate application (Members of the Chinese People’s Political Consultative Conference, Representatives of the National People’s Congress) (the old policy has been invalidated and is for reference only)

Member of the Chinese People’s Political Consultative Conference and deputy to the National People’s Congress

1. The CPPCC committee or the National People’s Congress (the CPPCC and National People’s Congress departments at or above the provincial level shall be in the name of the Guangdong Provincial Committee of the Chinese People’s Political Consultative Conference and the Guangdong Provincial People’s Congress General Office respectively; in addition, the Hong Kong and Macao members of the National Committee of the Chinese People’s Political Consultative Conference or the Hong Kong and Macao representatives of the National People’s Congress may be the representatives of the Central People’s Government in Hong Kong or Macao Liaison Office of the Special Administrative Region) issues an application letter for Hong Kong and Macao CPPCC members and National People’s Congress representatives to apply for driving licenses for Hong Kong and Macao private cars entering and exiting the Mainland. The attachments to the letter include written applications from CPPCC members or National People’s Congress representatives. The list of CPPCC members must be confirmed by the Provincial CPPCC and sent to our office for preparation;

2. “Card of Member of the Chinese People’s Political Consultative Conference” or “Certificate of Representative to the National People’s Congress”, “Resident Identity Card”, “Mainland Travel Permit for Hong Kong and Macao Residents” (Home Return Permit) or “Mainland Travel Permit for Taiwan Residents” (Taiwan Compatriot Permit);

3. If the name of the car owner matches that of the member, provide the “Vehicle Registration Document” of the Hong Kong Special Administrative Region Government or the “Ownership Registration Certificate/Car” of the Commercial and Movable Property Registration Bureau of the Macao Special Administrative Region Government. The name of the car owner does not match the member. If it is a Hong Kong limited company, it must submit the “Business Registration Certificate” of the Business Registration Office of the Hong Kong Special Administrative Region Government and the “Annual Return Form” of the Companies Registry of the Hong Kong Special Administrative Region Government; if it is a Hong Kong unlimited company, it must submit the Hong Kong Special Administrative Region Government’s Business Registration Office “Business Registration Certificate” and “Business Registration Application for Individuals Operating Business in Hong Kong” from the Commercial Registration Office of the Administrative Region Government; if it is a Macau company, it must submit a “Certificate” from the Commercial and Movable Property Registration Bureau of the Macau Special Administrative Region Government; the above data proves that the car owner and the committee member Have an affiliation (shareholder or director);

4. The driver’s Hong Kong or Macao ID card (photocopy), Hong Kong or Macao driving license (photocopy), “Motor Vehicle Driving License of the People’s Republic of China” (photocopy), “Mainland Travel Permit for Hong Kong and Macao Residents” (return permit), foreign Citizen’s “Passport” and its Chinese translation translated by the provincial notary office;

5. One color photo of the vehicle with an angle of 45 degrees to the left of the forward direction and a size of 88mm × 60mm, and one recent 1-inch color photo of the driver without a hat and a red background;
