Information and procedures required to apply for commercial vehicle license plates (Guangdong and Hong Kong license plates) entering and exiting the Mainland from Hong Kong via the Hong Kong-Zhuhai-Macao Bridge Port

Foreign investors who invest in our province and whose cumulative tax payment reaches more than 100,000 yuan within 3 years (including the year of application) can be allowed to apply for a commercial vehicle license plate for entry and exit from the mainland (Guangdong and Hong Kong license plates) within the validity period of the contract; the cumulative tax payment If the tax amount reaches more than 500,000 yuan, the second vehicle is allowed to be applied for; if the cumulative tax amount reaches more than 1 million yuan, the third vehicle is allowed to be applied for. Overseas investors who have applied for commercial vehicles entering and exiting the Mainland, Hong Kong and Macao through other ports are not subject to previous quantity restrictions and can apply if they meet the above application conditions.

(1) Investors include overseas companies, enterprises, other economic organizations or individuals.

Applicants should provide the following materials:

1. “Application Form for Motor Vehicle Traffic and Driver Driving Business in Guangdong, Hong Kong and Macao”;

2、If it is an enterprise invested by Hong Kong, Macao and Taiwan, submit the “Approval Certificate of the People’s Republic of China for Enterprises Invested by Taiwan, Hong Kong, Macao and Overseas Chinese” or the “Reply Receipt for Change of Foreign-Invested Enterprise”;

If it is a foreign-invested enterprise, submit the “Approval Certificate of the People’s Republic of China for Foreign-Invested Enterprises” or the “Reply Receipt for Change of Foreign-Invested Enterprises”;

If it is a foreign-funded financial institution, submit the “Financial Business License” and the approval document from the China Banking Regulatory Commission (foreign-funded financial institution);

For overseas investment in schools, medical care, joint law firms, etc., please submit approval documents from relevant departments;

3、 “Enterprise Legal Person Business License” or other certification documents;

4. Enterprise tax payment certificate (must be verified online when submitted);

5. Investor registration file;

If it is a Hong Kong limited company, submit the company’s “Business Registration Certificate” from the Business Registration Office of the Hong Kong Special Administrative Region Government and the “Company Registration Certificate” from the Companies Registry;

If it is a Hong Kong unlimited company, submit the company’s “Business Registration Certificate” from the Business Registration Office of the Hong Kong Special Administrative Region Government and the “Business Registration Application for Individuals Operating Business in Hong Kong” from the Business Registration Office of the Inland Revenue Department (i.e. company search);

If it is a Macao company, submit the company’s “Business Registration Certificate” from the Macao Special Administrative Region Government;

If it is a company in Taiwan, provide Taiwan business registration certificate;

If it is a foreign company, submit the company’s overseas business registration certificate (a Chinese translation must be obtained by the provincial notary office or a Hong Kong or Macao law firm recognized by the Ministry of Justice);

If it is an individual, submit your personal identity document (Hong Kong and Macao residents submit the “Mainland Travel Permit for Hong Kong and Macao Residents”, Taiwan residents submit the “Taiwan Residents Travel Permit to the Mainland”, foreign citizens submit their “Passport” and have it approved by the provincial notary office or the Ministry of Justice. For other investors, please provide the merchant registration documents issued by the local government department.

6. Motor vehicle registration file;

Provide the “Motor Vehicle Registration Document” from the Transport Department of the Hong Kong Special Administrative Region Government. If the registered name of the vehicle owner is inconsistent with the name of the investor, the following information should be provided to prove the affiliation between the two (subsidiary parent company, shareholder or director):

If the investor is a Hong Kong limited company, the “Annual Return Form” from the Companies Registry of the Government of the Hong Kong Special Administrative Region must be provided;

f the investor is a Hong Kong unlimited company, the “Business Registration Application for Individuals Operating Business in Hong Kong” from the Business Registration Department of the Inland Revenue Department of the Government of the Hong Kong Special Administrative Region;

If the investor is a Macao company, the “Business Registration Certificate” from the Macao Special Administrative Region Government is required;

If the investor is an overseas company, the equity relationship document of the overseas company must be provided and certified and translated by a Hong Kong law firm recognized by the Ministry of Justice.

7. Driver’s ID;

If you are a resident of Hong Kong or Macao, submit the “Mainland Travel Permit for Hong Kong and Macao Residents”;

lf you are a foreign citizen, submit the foreign “Passport” (a Chinese translation must be obtained by a notary office in the province or a Hong Kong or Macau law firm recognized by the Ministry of Justice);

Motor Vehicle Driving License of the People’s Republic of China”;

8. One color photo of the motor vehicle with an angle of 45 degrees to the left of the forward direction and a size of 88mm × 60mm, and one recent 1-inch color photo of the driver without a hat and a white background.

(2) People from Hong Kong, Macao and Taiwan who serve as deputies to the People’s Congress and members of the CPPCC at or above the county (city, district) level in our province are allowed to apply for one commercial vehicle license plate for entering and exiting the mainland during their term of office. Deputies to the National People’s Congress and members of the Chinese People’s Political Consultative Conference who have applied for commercial motor vehicles entering and exiting the Mainland, Hong Kong and Macao through other ports are not subject to the previous number restrictions. If they meet the above application conditions, they can continue to apply.

Applicants should provide the following materials:

1. “Application Form for Motor Vehicle Traffic and Driver Driving Business in Guangdong, Hong Kong and Macao”;

2.The CPPCC Committee or People’s Congress of the region shall issue an application letter for Hong Kong and Macao CPPCC members and National People’s Congress deputies to apply for business vehicle license plates for Hong Kong and Macao entering and exiting the mainland.

If you are a member of the provincial CPPCC or a deputy to the National People’s Congress, you must provide an application letter in the name of the Guangdong Provincial Political Consultative Conference and the General Office of the Guangdong Provincial People’s Congress for Hong Kong and Macao CPPCC members and National People’s Congress representatives to apply for business vehicle license plates for Hong Kong and Macao entering and exiting the mainland;

If you are a Hong Kong and Macao member of the National Committee of the Chinese People’s Political Consultative Conference or a Hong Kong and Macao representative of the National People’s Congress, you must provide an application letter in the name of the Liaison Office of the Central People’s Government in the Hong Kong or Macao Special Administrative Region for Hong Kong and Macao CPPCC members and National People’s Congress representatives to apply for business vehicle license plates for Hong Kong and Macao entering and exiting the mainland;

The list of CPPCC members below the provincial level must be confirmed by the provincial CPPCC and submitted to the provincial vehicle management office for preparation.

3. “Card of Member of the Chinese People’s Political Consultative Conference” or “Certificate of Representative to the National People’s Congress”, “Pass for Traveling to and from the Mainland for Hong Kong and Macao Residents” or “Pass for Traveling to and from the Mainland for Taiwan Residents”;

4. Motor vehicle registration file;

Provide the “Motor Vehicle Registration Document” of the Hong Kong Special Administrative Region Government. If the registered name of the vehicle owner is inconsistent with the name of a member of the CPPCC or a representative of the National People’s Congress, the following information must be provided to prove the affiliation between the two (such as being a shareholder or director in the company in which he invests):

If the investment company is a Hong Kong limited company, it must provide the “Annual Return Form” of the Companies Registry of the Government of the Hong Kong Special Administrative Region;

If the investment company is a Hong Kong unlimited company, it must provide the “Business Registration Application for Individuals Operating Business in Hong Kong” from the Business Registration Department of the Inland Revenue Department of the Hong Kong Special Administrative Region Government;

If the investment company is a Macao company, it must provide the “Business Registration Certificate” from the Macao Special Administrative Region Government;

If the investment company is an overseas company, the equity relationship documents of the overseas company must be provided and certified and translated by a Hong Kong law firm recognized by the Ministry of Justice.

5. Driver’s ID;

(3) Overseas Chinese and compatriots from Hong Kong, Macao and Taiwan who have donated a cumulative amount of more than 5 million yuan to public welfare undertakings in our province since the reform and development can be allowed to apply for a business vehicle license plate for entering and exiting the mainland. Overseas Chinese and compatriots from Hong Kong, Macao and Taiwan who have applied for commercial motor vehicles entering and exiting the Mainland, Hong Kong and Macao through other ports are not subject to previous quantity restrictions and can apply if they meet the above application conditions.

Applicants should provide the following materials:

1. “Application Form for Motor Vehicle Traffic and Driver Driving Business in Guangdong, Hong Kong and Macao”;

2. “Confirmation Form for Donations from Overseas Chinese and Hong Kong and Macao Compatriots” confirmed by the people’s government at or above the prefecture level (including Shunde District). The Overseas Chinese Affairs Department of cities at or above the prefecture level (including Shunde District) must issue an official letter and send it to the Provincial Vehicle Management Office for preparation;

3. Donor’s identity document;

If you are a Hong Kong and Macao resident, provide the “Mainland Travel Permit for Hong Kong and Macao Residents”;

If you are a Taiwan resident, provide the “Taiwan Residents Travel Permit to and from the Mainland”;

If you are a foreign citizen, provide the foreign citizen’s “Passport” and its Chinese translation translated by the provincial notary office.

4. Motor vehicle registration file;

Provide the “Motor Vehicle Registration Document” of the Hong Kong Special Administrative Region Government. If the registered name of the vehicle owner should be inconsistent with the name of the donor, the following information should be provided to prove the affiliation between the two (such as being a shareholder or director in the company in which he invests):

If the investment company is a Hong Kong limited company, it must provide the “Annual Return Form” of the Companies Registry of the Government of the Hong Kong Special Administrative Region;

If the investment company is a Hong Kong unlimited company, it must provide the “Business Registration Application for Individuals Operating Business in Hong Kong” from the Business Registration Department of the Inland Revenue Department of the Hong Kong Special Administrative Region Government;

If the investment company is a Macao company, it must provide the “Business Registration Certificate” from the Macao Special Administrative Region Government;

If the investment company is an overseas company, the equity relationship documents of the overseas company must be provided and certified and translated by a Hong Kong law firm recognized by the Ministry of Justice.

5. Driver’s ID;

(4) Foreign-funded enterprises listed in the national high-tech enterprise directory may be allowed to apply for a license plate for commercial vehicles entering and leaving the mainland.

Applicants should provide the following materials:

1. “Application Form for Motor Vehicle Traffic and Driver Driving Business in Guangdong, Hong Kong and Macao”;

2. National high-tech enterprise certificate within the validity period;

3. “Enterprise Legal Person Business License”;

4. Investor registration file;

If it is a Hong Kong limited company, submit the company’s “Business Registration Certificate” from the Business Registration Office of the Hong Kong Special Administrative Region Government and the “Company Registration Certificate” from the Companies Registry;

If it is a Hong Kong unlimited company, submit the company’s “Business Registration Certificate” from the Business Registration Office of the Hong Kong Special Administrative Region Government and the “Business Registration Application for Individuals Operating Business in Hong Kong” from the Business Registration Office of the Inland Revenue Department (i.e. company search);

If it is a Macao company, submit the company’s “Business Registration Certificate” from the Macao Special Administrative Region Government;

If it is a foreign company, submit the company’s overseas business registration certificate (a Chinese translation must be obtained by the provincial notary office or a Hong Kong or Macao law firm recognized by the Ministry of Justice);

The above indicators are valid for 5 years. After expiration, the indicator extension procedures will be handled according to the conditions at that time. If the extension is not processed for more than 3 years, the indicator will be cancelled. Relevant applications are subject to a waiting list based on quotas.

Starting from September 1, 2017, qualified applicants can submit application materials through the online service hall of the Traffic Management Bureau of the Guangdong Provincial Public Security Department. After passing the review, make an appointment to bring the relevant materials to the physical hall of the Traffic Management Bureau of the Guangdong Provincial Public Security Department to apply. .
