As agreed between Guangdong and Hong Kong, our Bureau will officially launch the application for Guangdong and Hong Kong commercial vehicle quotas at Liantang (Heung Yuen Wai) Port from June 12, 2019.The relevant arrangements are hereby announced as follows:

1. The governments of Guangdong and Hong Kong agree to issue 2,000 quotas for commercial vehicles entering and leaving the mainland from Hong Kong and 200 quotas for commercial vehicles entering and exiting Hong Kong from the mainland before the opening of the Liantang (Heung Yuen Wai) Port. The two governments will consider further increasing the number of quotas based on the application status to meet the public’s demand for cross-border transport services.

2. The application conditions for the Guangdong-Hong Kong commercial vehicle quota at the Liantang (Heung Yuen Wai) Port are the same as those at the Shenzhen Bay Port and the Sha Tau Kok Port. They are in accordance with the Guangdong-Hong Kong-Macao cross-border non-operating cars that were implemented on April 15, 2019. Those who have applied for quotas for non-investment commercial vehicles entering and exiting the Mainland from Hong Kong and Macao at other ports other than the Hong Kong-Zhuhai-Macao Bridge Port, or who have applied for quotas for commercial vehicles entering and exiting Hong Kong from the Mainland at other ports other than the Hong Kong-Zhuhai-Macao Bridge Port, will not be granted additional applications. For those who have applied for the Guangdong-Hong Kong commercial vehicle quota at the Hong Kong-Zhuhai-Macao Bridge port but have not applied for the Guangdong-Hong Kong commercial vehicle quota at other ports, the application conditions for the first newly established Guangdong-Hong Kong commercial vehicle quota shall be followed.

3. From now on, applicants who meet the application conditions can submit application materials through our bureau’s government service website. After being reviewed and approved and receiving a text message from our bureau informing the window processing number and processing time, they can come to our bureau’s vehicle management service on time. 2. Application conditions for Guangdong Z license plate at Liantang Port: Foreign, Hong Kong, Macao and Taiwan merchants who invest in Guangdong Province, and their tax payment in Guangdong Province in the previous year meets the following conditions, can apply for the Guangdong Z license plate at Liantang Port Indicators: Apply for the first Liantang If the port has Guangdong Z license plate quota, the tax amount in the previous year must reach more than 150,000 yuan; if applying for the second Liantang Port Guangdong Z license plate quota, the tax amount in the previous year must reach more than 500,000 yuan; applying for the third Liantang Port For Guangdong Z license plate indicators, the tax amount in the previous year must reach more than 1 million yuan; starting from the application for the fourth Liantang Port Guangdong Z license plate, one additional Liantang Port Guangdong license plate can be opened for every 1 million yuan increase in the tax amount in the previous year. Liantang Port FV license plate application conditions: Guangdong Province enterprises whose tax amount reached more than 1 million yuan in the previous year can apply for an index Liantang Port FV license plate.

Enterprises that have applied for license plates at the Hong Kong-Zhuhai-Macao Bridge Port will not have any impact on the above application conditions.

3. Qualified applicants can submit application materials online starting from June 5, 2019.

4. Strengthen indicator usage management:

(1) Investment indicators. Validity period is 1 year. After the indicator expires, you can apply for an extension; if you meet the following conditions, you can extend it for one year:

(1) For Liantang Port Guangdong Z license plate, the holder’s tax amount in the previous year must be more than 150,000 yuan, and based on 150,000 yuan, one commercial vehicle quota extension can be applied for every 150,000 yuan.

(2) For Liantang Port FV license plate, the holder’s tax amount in the previous year must be more than 300,000 yuan.

(2) For investment indicators, from the date of application approval, except for special circumstances such as serious damage or loss of the vehicle in a traffic accident, the vehicle shall not be replaced within 3 years, and the main driver and backup driver shall not be replaced within the same year.

3) After the indicator application is approved, the Traffic Management Bureau of the Guangdong Provincial Public Security Department will issue a unified approval document. The approval document is valid for 1 year. After expiration, you can apply for an extension. If the regulations are met, it will be extended, and each extension will be 1 year.

Before the approval is extended, the traffic accidents and traffic safety violations caused by the corresponding motor vehicles in the mainland must be resolved.

(4) The applicant shall complete the filing procedures at the customs and border inspection departments within 6 months from the date of receiving the approval document.
