The management measures for license plate indicators in China and Hong Kong have been implemented since April 15, 2019. In order to protect the legitimate rights and interests of the indicator owners and facilitate the public, the Guangdong Provincial Traffic Management Bureau has made corresponding adjustments to the matters related to the application for license plate indicators in China and Hong Kong. The announcement is as follows:
1. Foreign-funded financial institutions that invest in the Mainland, or financial institutions registered in the Mainland, can apply for cross-border small car quotas if their branches meet the conditions for tax payment in our province. Foreign-funded institutions can apply for up to 15 Hong Kong and Macao inbound small car quotas. For automobile quotas, mainland institutions can apply for a quota for small cars leaving the port from the mainland. Hong Kong (or Macao) People’s Congress deputies and CPPCC members can voluntarily choose to apply for the Hong Kong (or Macao) entry car quota according to their needs.
2. Mainland residents who apply for registration as drivers of cars departing from Hong Kong, their entry and exit documents are “Mainland Residents’ Travel Permit to and from Hong Kong and Macau”, and the endorsement for traveling to Hong Kong must be valid. Drivers are no longer required to endorse the “Mainland Residents’ Travel Permit to Hong Kong and Macau” for business purposes.
3. From May 14, 2019, those who apply for investment quotas for cars entering Hong Kong and Macao must come to the window to sign, confirm and take photos; for those who apply for quotas for cars leaving Hong Kong and Macau, the legal representative of the mainland enterprise must come to the window to sign and take photos. Come to the window to sign, confirm and take photos. If you are unable to come in person, you can notarize the entrustment to another natural person, and the trustee will handle the matter with his or her identity document.
